For training, this will generally involve one to two persons who can demonstrate expertise in the field. For larger projects, we tend to draw upon our partners and other experts to ensure that the team assembled can present the best possible opportunity to the client.
Allan McDougall
Director
BA BMASc PCIP CMAS CISSP
Allan McDougall has held several key security advisor positions over the past eight years following his background as a combat engineer within the Canadian Forces. His focus on Infrastructure Assurance and Protection has included positions as a Senior Advisor within the Department of Fisheries and Oceans, of the two founding Compliance Auditors for Fleet Security within the Canadian Coast Guard and as the Senior Inspector- Ports and Marine Facilities within Transport Canada.
A firm proponent of continuing education, Allan holds a BA from the University of Western Ontario and a BMASc from the Royal Military College at Kingston. Additionally, he holds professional certifications including the Professional in Critical Infrastructure Protection (PCIP), Certified Master Anti-Terrorism Specialist (CMAS) and Certified Information System Security Professional (CISSP). This process is ongoing and he has recently completed the Lead Auditor training under the ISO 28000 regime.
Allan’s primary focus is on Security Management, primarily within the transportation sector and critical infrastructure domains. His initial research lead to his coauthoring of Transportation Systems Security (Taylor and Francis, May 2008) with Bob Radvanovsky. The work gathered sufficient attention during its technical evaluation that it was integrated into a number of DHS libraries and an invitation was extended to speak at the National Defense University’s Information Resources Management College in Washington, DC. At the strategic layer, he is an active participant on the TSS CWG, and the Transportation Security Council for ASIS International.
Additional certifications include Company Security Officer, Port Security Officer, Marine Facility Security Officer and Ship Security Officer under the IMO regime.

Experienced in the development and review of Security Plans and procedures
Experienced in reviewing and assessing the effectiveness of security postures
Experienced in a range of internal and administrative investigations within the public and private sector
Experienced in the delivery of training from small groups of highly capable and trained individuals through to larger groups where the training is the first exposure to the subject matter.
Experience in assisting in the development of certification-level regimes, particularly within the Critical Infrastructure Protection and Transportation Sectors.
